I don't know what the policy has been in the past, but I think we should
reserve the issue tracker for Zend Framework issues only. It's easy
enough to set up a 'website' project and avoid mixing the two. This is
now more important because we are using the issue tracker more for
project management here at Zend.
If no one objects, I will create this project in the next few days and
move the issues that I can find over.
