[fw-general] Zend_Controller_Router addConfig()’s mandatory second parameter

Hi there,

Although Michał fixed the issue that prevented to omit a root level
from Zend_Config_Ini, addConfig() still requires a segment to be
specified. However it doesn't make sense to have a segment for routes
if you have a config file only for them. Should I post an issue in
Jira to fix this?
