Looking at the code deeper, that's got to be it. We've been bitten by
the Case Insensitive nature of Windows when using the framework as well.

Is your workstation windows and your server *nix?

If so, that could be the problem.  You are probably refereing to that
vaidator in a case insensitive way.  Perhaps try loading it with
"NotEmpty" instead of "notempty".

If that doesnt work, perhaps there is some deeper issue.
