Howdy all, I just wanted to let everyone know that we've completed the
first draft of our new proposal process. Keep in mind that this new
proposal process is, in itself, a proposal. We would like to get
community feedback to make sure it fits all our needs.

To sum up the biggest changes:
* Proposal reviews and promotions go on a schedule with regular weekly
meetings, and the Zend team will give a best-effort assurance that
proposals will take no longer than 2 weeks to get an 'official' comment.
* A specific individual is called out as the responsible party for each
step. No more passive verbs. No more 'a member of the Zend team will. .
.'
* We've added an 'extras' library with a corresponding incubator to the
set of possible promotions. This will contain components that are useful
to Zend Framework users, but will not be officially supported by Zend
(keep in mind we just started selling ZF support on 4/1- and that's no
April fools day joke!). These components must meet the stringent testing
and documentation components of core. There will be no compromise in
quality to maintain the trust our users have in our components, and they
will be distributed on the framework site and possibly elsewhere in some
very convenient form(s) for ZF users. This is also not our final
value-add for external components, but it is something we can do now to
avoid rejecting great proposals just because it's not possible for Zend
to support them effectively.

Please leave any comments with suggested improvements directly on the
document. We've made it read-only for now so everyone can know they are
seeing it in its original form. We plan to open it up for direct edits
soon.
