The list would be focused on contributor issues, although, as I mentioned 
before, it will be an open list that anyone can subscribe to. A few examples of 
topics that I would consider appropriate for this list are:

 

Determining and announcing code freeze dates

Determining what we should prioritize as a group for the next release

Discussing opportunities for reuse in the development or refactoring of 2 or 
more components

Project team formation for larger initiatives

etc. . .

 

In general, any topics that are important to ZF contributors that are broader 
in scope than one component or initiative (much of that discussion should 
happen in the proposal comments) would be fair game.

 

I'd imagine that some non-contributors might be interested in what is said on 
this list, but all non-lurkers should be actively contributing or planning to 
contribute in some way. This list would not replace any existing list; it is 
intended as an entirely new channel of communication.

If its focus is indeed that narrow then a general development list would go 
with it nicely - one of the problems we have as contributors is encouraging 
feedback and comment from the community.
