To create a new issue, look in the green bar, if you are logged in.

I just wanted to make an entry to the Issue Tracker, first time.
I have an account and I'm logged in, but I can't find the option to
make a new entry anywhere.
Last week I had found it instantly (but didn't make an entry), so I
wonder if I'm completely blind today or if there's somthing else
wrong... Can anybody please look it up and tell me where I should find
the option?
I also noticed, I can only access the Community Wiki when I'm NOT
logged in.
