Lack of resources, and lack of contributors with svn access. The latter has changed a fair bit in the past few months, fortunately, and there has been considerable activity in the issue tracker. Additionally, we are organizing a bug hunt week for this week, and invite all contributors with access to work on issues in the tracker. We recommend working on issues marked as bugs (vs features), and prioritizing based on the number of watchers/votes. Finally, several user groups are organizing bug hunt days, with the first happening this next Saturday, 8 Nov 2008, with phpGG (Dutch PHP user group) and PHPBelgium.
