A patch level can also mean that there were just some smaller issues fixed or it had to be released quickly because of security issues. So there is no need for an announce of changes because there are usually none.
So if a release is rolled out quickly due to security issues, there is no need to announce it? The logical extension of that is that those people running the potentially vulnerable software don't know there is a problem and therefore do not update it. That really doesn't make sense!
