You have now at http://www.mikaelkael.fr/Zend-Framework-1-9-x-documentation.html the Reference Guide & the API doc in CHM format (updated for 1.9.1 release).

    For API docs, no; they only are ever rendered to HTML, as
    phpDocumentor
    can not create other formats at this time.
