I was experiencing this same issue.
I am also new to this framework. I found a solution in this article:

It seems that the path must be relative to your library directory. I assume
the same is true for Zend_Controller_Action_HelperBroker::addPrefix(), in
that the prefix must represent a folder structure that is also relative to
the library directory.
If would help if the documentation for Zend_Controller_Action_HelperBroker
(or the exception thrown) made mention of this behavior.
