I'm actually curious about this myself - how are people differentiating their 
application.ini settings between a web environment and console environment? 
Another inherited settings section? A separate config file?

Sorted it out.

In my application.ini config file, I had defined a layout resource. This was 
bootrapping the view resource which in turn was bootstrapping the front 
controller resource.
