Two issues. First, wrap your values in double quotes. Second, keys
cannot have colons in them, IIRC. I'm not entirely sure how you're
expecting "admin:error" to resolve to a plugin name; I'd use an
underscore.
resources.admin_error.resource = "admin:error"
