The community is definitely alive and kicking, from what I can tell. There are a number of mailing lists, and all are active. The amount of activity varies regularly. We are more than two months into a minor release cycle, so many questions on new features have been answered; additionally, the majority of new features in 1.9 do not affect many applications (unlike 1.8, which introduced Zend_Application, Zend_Tool, and the autoloader).
