As I noted previously, the ZF sniffs do not accurately follow our
published coding standards.

Just open a bug. ;-) Greg usually fixes it. Or maybe someone would
like to contribute to it right away. I'm sure he's not turning
anyone's offer to help down.

I remember this stalled when someone checked in the codesniffer code
in the Zend repo and stripped all of the license and authorship info.

it fit in with my standards.
