In my experience, that is the best option available for PHP
development on Windows. PDO and MSSQL both fall short. There are still
a few things that could probably be rounded out with
Zend_Db_Adapter_Sqlsrv, but it works so well for me that it hasn't
been worth the time to consider fixes or enhancements.

I can't speak to *nix/PHP/SQL Server.
