I am having the same problem. I appreciate the suggestion but I don't think it answers the question, or is a sufficient work around for that matter. handcoding the layout defeats the whole purpose.
In my case I actually do want to override the main layout.css for a specific view, so I actually need to append the css based on conditions from the controller. I am using 1.10.8, and just like the gelform, the stylesheet is prepended instead of appended.
