I don't think new features will be accepted into ZF 1.x and I have no idea if someone is rewriting Zend_Gdata for ZF 2.0.
The easiest currently is to create a github repository and put your code up. As for the code being ghetto -- I checked out the old proposal and the proposed structure looked pretty good to me.
