We're primarily leveraging PHP's ext/intl, which is shipped by default
in PHP 5.3 and up. This extension provides a ton of functionality around
internationalization and localization.

It doesn't cover the full-breadth of measurement at this time, though
the tools make it not terribly difficult to do calculations.

Because Zend\Measure was so intertwined with the old Zend\Locale class
as well as the CLDR (which we no longer use due to ext/intl),
we removed it. If anybody wants to pick this up for the future, please
feel free!

(Also, you can use Zend_Measure from ZF1 if desired, in tandem with
ZF2.)
