i dont see the problem.

The skeleton just follows a best practice, no "code" in the DocumentRoot.

so for your 1) a html page or whatever is just a file, like on every
other website you have, you put this page in your DocumentRoot, which in
a ZF1/2 applicaton just happens to be the public folder.

in 2) you want to have the complete Code (ZF & App) UNDER a already
existing site, which again means you are in an DocumentRoot. So the
simplest way, move the files from public/ one directory up so you dont
have "/public" in your url. (as its no longer needed in your case - as
you mix public files with app files)
