Yes you can. Just make sure to install PHP on your local machine, open up
your terminal or "command line" and run one of the console scripts. It
should work on all of windows, Mac and *nix (where PHP is available). If
you want to work with your database, you can either configure your local
application to connect to remote server (in config/local.config.php or
something like that), or install local db server for development.
