I have to admit that I haven't tried getting it to work with GnuPG, since 
it's not part of my setup. However, what I would try to do is:
-Get the GnuPG binaries for windows from http://www.gnupg.org
-Use CPAN to intall the GnuPG::Interface module (and possible dependencies)
Hopefully this should be enough to make it work. Note that in this case, you 
wil most likely need to install GnuPG on all your windows clients for this 
to work.
