The Android version that's available in the play store does have that 
capability.  When setting up a configuration, the "Allow IP" field has an 
option, "Allow IP" which lets you specify an IP address in the configuration, 
or "Prompt IP" which lets
you specify an IP address when sending the packet.

Whether you run in to any of these issues depends on your carrier.  I don't 
have any problems, using T-Mobile in the States, but YMMV of course.
