Tim,

The answer is yes, a VM on 64 bit can run a 32 bit OS. That said, I 
would actually suggest just using a 32 bit OS - the hassles of getting 
64 bit systems happy are just too great in comparison to minor 
performance benefits.

Also, I would suggest the free (but not open source) VMWare player to 
host your vm's. It's not open, but it is faster (as proved in a FWLUG 
test ;-) ) than QEMU, the leading open competitor.
