LiVES is pretty good at transcoding, simply open the file, select, "Encode
clip as..." and the pick the new format. Depending on what other libraries
you have there are up to 50 different output formats available.

If you want to Free, you could use ogg/theora/vorbis

non-free but high quality - h264/vorbis

non-free maximum compatibility - mpeg2 dvd format

etc.
