Ah, *THAT* 'golf tee puzzle' -- Dunno about Japhy's solution, but there's a 
*TON* of material about solving this general puzzle [I guess the golf-tee one 
is the triangular one, while there's also an older commercial one called "Hi-Q" 
that was in the shape of a plus-sign [with 31 pegs that you needed to pare down 
to a single peg in the center]].  Probably the standard reference [i.e., the 
place to start for messing with the puzzle] is "THE INS AND OUTS OF PEG 
SOLITAIRE" by John Beasley, which discusses means of analysis, algorithms, 
which positions are solvable and which aren't, etc.
