It's not about it being better dissolving stuff, it's about leaving less 
water behind which may cause BAD THINGS (tm) to happen when power is 
applied.

As to crazing plastic, either way you are applying IPA.  If it's going 
to craze the plastic it's going to happen with either concentration. 
90% might cause more crazing for a given exposure but it shouldn't be a 
lot more.
