Needs replacing. This is a very common problem. But you can get away 
without it fairly well if the main battery is working or the Mac is 
left plugged in. Otherwise, some minor inconveniences. I can tell you 
that the PRAM battery is buried at the bottom of the hardware, a real 
PITA to get to and replace, but doable.

Buy a new board ('power board'?) for the controls (don't have the ID 
for it handy, sorry) and install. It is a fairly friendly DIY. Sounds 
like you can do it no problem. I don't know where you get the board 
these days. I sort of doubt Apple still have them. Anyone know? In any 
case, you can get another WallStreet for parts. Just be sure it is the 
same revision as yours, i.e. the PDQ model.
