If it is one of the newer ibook G3's that use the same plug as the G4 powerbook
then it should work.

The 65 watts vs. 45 watts is the maximum power output the brick can safely
deliver. So if you're ibook only needs 45 watts and the brick is capable of
delivering up to 65, it will only deliver what the ibook needs.
This is not a problem and may even be better for the computer and brick since
it won't be running as close to maximum capability - the brick should stay
cooler and the computer will get smoother cleaner power.

However if you go the other way and try to use a 45 watt brick to run a
computer that needs 65 watts of power, you are overloading the brick and that
is potentially dangerous. Someone did that here at work, tried to power a 17
inch G4 powerbook using an ibook 45 watt supply - fortunately there wasn't
enough smoke to set off the sprinklers.
