It depends what you mean by "run video."

If you mean QuickTime or DVDs, then yes. My 233mhz PowerBook G3 can run 
QuickTime videos in full screen with no detectable lag as long as they are 
compressed in an older format that it can understand, and if I had a DVD drive 
and decoder card it wouldn't have a problem with those either.

If you mean video editing like iMovie or Final Cut Pro, then also yes, as long 
as you use a version that is from the same era as the TiBook. Final Cut 1.0 can 
theoretically run on a 300mhz PDQ with 128mb of RAM while the latest Final Cut 
Studio needs a high speed Intel processor and multiple gigabytes of RAM. iMovie 
was originally included with the iMac DV, so it has even lower requirements. Of 
course, exporting and converting will probably be much slower than a new 
computer.

If you mean web video, then probably not. With the recent Hulu redesign even my 
1.33ghz PowerBook G4 can't play more than 8-10 frames per second at the lowest 
resolution (on the old Hulu page it could at least manage 12-16fps, which is 
plenty for web video). Netflix and similar sites are completely out of the 
question as they require Intel processors. It still does OK on YouTube and 
similar sites, but many new videos are being uploaded in high definition, so 
there are some of those that it doesn't like either.
