I have had some luck with TenFourFox on a 700 MHz Dual USB, though I use NoScript and Flashblock in addition to adblock to reduce the load on the processor. Safari also works, but tends to load more "stuff" which can dog it a bit. Classilla has done well on the Lombard under OS 9.
