Cocked Eyebrow: 10.11? On a Pismo?? Possibly you mean  10.4.11?

I’ve had failing usb devices cause systems to not stay asleep, and on one of my 
G4 laptops a burned-out FW port would do that.

For OS X try booting in safe mode to clear caches; 
Tried resetting the power saving settings? Even if they say they’re correct, if 
they’re messed up in PRAM it’ll cause an issue: resetting it in either OS 
should reset them.

Both OS 9 and OS X power saving sets stuff in the PRAM; perhaps clearing that 
(hold down command-option-P-R while booting until you her the startup chime 
again) will help.
