I use Password security under OS 9.1 with no problems.
 I, too, copied my old HD contents to my new HD,
without incident, and Password Security is working
fine right now.  Did you leave Password Security ON
while doing the drive changeout?  If so, you may be
hosed.  If you changed brands of drives, you may be
having problems with an incorrect disk driver not
working with Password Security.  Try reinstalling hard
disk drivers.

I don't like Multiple Users - too many applications
don't know where to install.  It's a real headache on
my wife's iMac.  If you don't install every
application in the Shared Items folder, you get a good
many that don't work for non-owner users.  Also, if
you've got a user you want to allow to run a program,
there's no way to select an application, then type in
your Owner password, to let them run it right there. 
You have to log out, log back in as Owner, then modify
their profile, then log back out, back in as them,
wait for their apps to reinitialize...  What a bulbous
pain...
