I went through the same thing with AT&T broadband. In some areas, their registration just isn't compatible with macs (no amount of cookies or proxies will fix it, your registration will not go through and time out).
It sucks, but he's right... You'll have to use a PC to connect, or have them come out with their laptop. If you're in a larger more established area, then it isn't so hard... Otherwise you can be screwed and the techs just normally don�t bring them out. The bad part is AT&T sometimes just has weird problems with their accounts, having to close them out and needing you to reregister...
