Intermapper is a Mac platform tool that will monitor most of the common protocols ( HTTP, HTTPS, SMTP or just ping). There's an e-mail tool in there for notification purposes, and can be hooked up to a paging modem. Down side - InterMapper requires a 24x7 connection.
