If PowerPoint already has the ability to accept freehand input from your
mouse or trackpad (drawing is essentially what you're describing) then
any pen tablet will work.

Wacom has been the leader for eons. Their least expensive is the
Graphire 2. It has a 4X5 inch writing/drawing surface. $99 everywhere
or maybe $60-$80 on a good day. Comes in a few different colors. Works
also in OS X.

The original model was simply called Graphire. It's almost identical and
you might find a used one somewhere.

In CompUSA I've seen less expensive pen tablets from ??? Haven't tried
one, but it's hard not to recommend Wacom.

If you already have an ADB-to USB adapter you might instead find an
older Wacom like the ArtPad or ArtZ on eBay.
