without a doubt. i had a similar situation, have the happy situation to 
require classsic and virtual PC occasionally, once in a while export 
with quicktime, blah bla blah ... moving up to 768MB RAM greatly 
reduced VM activity (but notably not completely) and added a snappier 
feel to X.

a couple of tips:

quit classic whenever you don't need it.

i have vm place it's swap files on a mostly dormant and optimised 
partition (so the swap files can each be contiguous, use swap cob to do 
this). note that gains are marginal except perhaps when vm activity is 
high, and you should have more free space on the dormant partition than 
RAM. note also that disk utility can no longer repair the disk, as the 
system refuses to allow it to be unmounted.

i also have two OS 9 systems: one for booting and *full* 9 
functionality on a third partition, and another, very lightweight 
version on an 300MB X disk image on the aforementioned dormant 
partition ... as this lightweight system remains within the space set 
aside for the image (i moved the image to one end of the partition with 
norton's speed disk under 9), it doesn't stray into the free and 
continuous space set aside for the swapfiles. then you simply chooose 9 
on the mounted image in preferences under X and X uses it faultlessly 
with no apparent speed sacrifice. having two systems saves chopping 
around between various OS 9 system configurations (i.e. classic and OS 
9).
