If you want to enable other machines to get at files on your machine, you will need to install and/or enable Samba. It's the windows compatible file sharing stuff for Unix and OS/X. If you want to be able to connect to other windows machines to get at files on them, hit command K at the finder and you should be able to browse the network, or put in a url that looks like: smb://MACHINE Where MACHINE is either the netbios/dns name/ip address of the machine you want to connect to.
