Well, thanks to Jon and all who offered help on this. After I deleted (by 
mistake) the downloaded version of iCab, then downloaded the same version 
(and went back into Internet control panel and re-selected iCab as 
browser of choice, the links now work fine, both from the ilht (Internet 
locations drag-&-dropped from a text processing app to the desktop)'s and 
when Command-clicking a selected URL/mailto: in a text processing app. 
PTL!

Thanks again to all who offered their assistance - glad that it doesn't 
appear to be a more serious problem that was causing my difficulties.
