If it's anything like my PB 1400, I could sleep plug and unplug ADB stuff, and serial was a no-sleeper. SCSI, however, was a slightly different matter. I believe I could plug in a SCSI device while sleeping, but if I tried to unplug it while sleeping, on wakup, it would cause all sorts of problems, forcing a reboot in an ugly manner. I would never unplug SCSI without shutting down, but you might try plugging in while sleeping.
