The Wallstreet clearly uses some process to identify that an S-Video 
cable has been inserted to enable NTSC video out.  It also uses some 
method to detect that an S-Video to composite adapter has been 
plugged in so it can switch from S-Video to Composite out.  Whether 
your PC adapter does the same things it probably doesn't do both of 
them in the same way.  Thus your Wallstreet can't recognize the 
adapter.
