When you start classic you are really booting into Mac OS 9 while Mac OS X is still running. In effect, you're running two operating systems at once! Classic simply makes use of some Mac OS X services for some of its functionality that was directly provided while booted into Mac OS 9. It is still really amazing what Apple has managed to achieve with Classic.
