Don't want to ask a stupid question, but do you mean it will not start up from a boot CD or from the 20 gig drive which you have formatted for Macintosh and loaded with an OS?
Hmm . . . sounds exactly like my desktop G4 Graphite which showed exactly the same symptoms this morning (I think the Giga processor upgrade card died).
