Not running Panther (yet) but...
In 10.2.x System Preferences/Internet/Web Navigate to your desired default browser.
As well you could "Get Info" on a file (in this case, a webloc), choose
"Open with", navigate to your desired default browser, then **check the
always open with** box. That *might* have the desired effect.
