This can be a symptom of too many windows open. I also get it occasionally after starting Mail; that interminable beach ball again. (10.3.2, Pismo 400)
Then the only cure I have found is to Force Quit, then restart Mail, but close the windows as they open, as quickly as possible. Then Mail becomes usable again. (You get dialogue boxes asking do you want to 'save as draft' works in progress.
It would be good to have a warning in both Mail and Safari saying "too many windows (or tabs) open - crash imminent"

I run OS 10.2.8 on a Lombard 333, 384 MB RAM and I have an irritating
