Hmmm, could be quite a few things. Most likely, it's some preference or
cache files. When I don't want to start with a completely new account, what
I do is the following:

1. Quit all running applications.
2. Rename the "Library" folder in my home directory to something else, e.g.
"Original Library".
3. Immediately logout.
4. Login. You'll notice that all your preferences are reset to their
defaults, the Dock, the desktop pattern/picture, etc.
5. Try the faulty application, in your case, Safari.
6. If it now works fine, then it's a long process to bring back the content
on the old Library folder into the new Library folder. I usually start with
things that are most likely not going to have any impact on the faulty
application, in your case Safari. I would not bring back the "Safari" folder
and the "Cache" folder in "Library". Also, don't restore the complete
"Preferences" folder. Bring back the preference files except the
"com.apple.Safari.plist". Basically, everything that you can relate to
Safari.
7. Logout, then login.
8. Check Safari.

You could also do the opposite, i.e. delete or rename the Safari folder
inside the Library folder and delete the "Cache" folder inside the Library
Folder, but there might be something else that you could miss. Renaming the
entire Library folder will ensure that you're starting with fresh values in
all those files.
