I'm considering the Wiebtech is that someone told me it
has fans to keep the hard drive cool.

Backups don't take that long, especially incremental
procedures done after the initial duplicate (Retrospect)
so for me at least my backup drive only runs a few minutes and heat buildup isn't a problem. Just be sure
to Eject the drive from your desktop when finished
(Cmd-E after selecting the backup volume) then you can
safely switch it off. If you are writing over 10 gigs at
a time, the drive is writing over 20 minutes on a hot day
maybe the drive's own internal fan won't be able to dissipate
the heat fast enough you might run into a problem but I doubt it. Keep it on the floor, just don't kick it.
