From one bi-lingual admin to another, I can tell you with a bit of coaxing,
it is possible. Two of the simplest ways are using Remote Desktop
Connections and Microsoft Telnet Services.

I forgot about MS Telnet services. I'd suggest installing one of the many SSH servers available so you don't have to worry about the insecurities of telnet.
There are at least 3 of them that I can think of that are free, as well as some others that are commercial. Nice thing is that you get SFTP with most of them so that you don't have to have clear text authentication for ftp either.

Telnet services can be installed on WinXP. You can execute an insecure
telnet right from OS X Terminal. This gives you command prompt interface to
WinXP. It is very powerful, if you can remember the commands you need!

Remote Desktop is available on XP as well. I use that quite a bit to control my desktop PC over our VPN connection as well
