The easiest step in trouble shooting is to try to determine if the 
problem is software related.

Start by removing the following preferences, then reboot:
Finder Preferences
Mac OS Preferences
System Preferences

If that doesn't help, then:
Delete everything in the Netscape Cache folder
Delete Netscape's Global History file
Remove (not necessarily delete it yet) the Bookmark Folder and start 
with fresh bookmarks

If no improvement, then Zap your PRAM, preferably with TechTool Lite 
(freeware). Also use TTL to check for any damage to your System and 
Finder.

Any of above can become corrupted and causes major problems.

My next step would be what Laurent suggested, although he was 
generic, I would run DiskWarrior and rebuild the HDD directory.

Reinstall Netscape, using fresh Netscape preferences.

It's certainly possible that your problem is hardware related, but 
until you have explored the software possibilities, you won't really 
know. If the problems only occur while using Netscape, I'd bet money 
you have a software problem.
