Mail prefs are now stored in the prefs of the Apple Mail app itself, and
browser prefs in Safari's prefs (yes, one of Apple's less bright ideas).

BTW, if you want Netscape to launch mailto: links in Eudora rather than
its own mail program, you'll have to edit your 'user.js' file, but I'm
afraid I can't remember the details! Anyone?
