I got "hw.cpufrequency: 999999996" on my 1GHz 15" Aluminum PowerBook.

Just out of curiosity, did you run yours while on battery or plugged in? If
on battery, your processor speed is probably reduced (per the automatic
settings in the Energy Saver system preference). Perhaps it's reporting the
reduced speed.
